The Fall 2024 Statewide AUXCOMM Exercise was held on October 12, with a focus on use of the simulation cell (simcell). The structure of the exercise was local activations with the SEOC available to provide support. A few facts about the exercise:
- Over 300 volunteers and agency personnel participated, including 63 from outside the AUXCOMM community.
- 32 of the volunteers were new or returning after an absence of 3 or more years.
- 24 counties participated.
- 6 out of 7 districts were represented in reporting.
Once again, feedback from the exercise was generally positive. A few deltas for future exercise include:
- Winlink usage was better, though there were a couple of cases where the FEMA fillable form was sent rather than the Winlink form. The FEMA form is typically 10 times larger than the equivalent Winlink form, and would likely not reach the destination if either end was using an RF connection rather than internet.
- At the SEOC, a gap was identified between the Winlink resource request (ICS 212-RR) and the resource request board in MI CIMS. We will work out a procedure to address this gap before the next exercise.
- Some counties did not recognize or acknowledge injects from the simcell, and worked the exercise independently.
- For future use of the simcell, incorporate trusted participants from each district to gather and provide injects targeted for specific counties so that they can be incorporated into the master scenario event list (MSEL).
- Consideration should be given to moving the fall exercise to the first weekend of October. This will be taken up in the work group.
Scores have been tabulated based on reports submitted, and the top counties are:
- A three-way tie for 1st to Charlevoix, Cheboygan, and Emmet
- Grand Traverse in 2nd place
- Wayne County in 3rd place
